Message My car does that sometimes on cold days (<55F). Here is what I do to tame the rpm rush. I just quick kick the starter without starting one time then start the car and the revs are not as high. I to would like to lower them at start up even below the 1500 or so it normally reaches.

Try some WD 40 in the 3/4" dia S hose at the left top of the idle control unit. There may be carbon buildup in there.

Have you given the IAA and related units a clean and check? Here is a link for that
